Deploy = it must be in your reinforcements. Place, Replace, Produce = if your reinforcements is empty, you can remove a unit from a system without your token to place it immediately & it'll repair since it's a new unit effectively. Remove and Place (Transit Diodes) = don't care about your tokens, but don't repair.
